03 - In the same skillet, add chopped onion and minced garlic. Sauté for 1 to 2 minutes until fragrant. Stir in sliced red and yellow bell peppers and cook for 3 to 4 minutes until vegetables begin to soften.
04 - Pour in heavy cream and broth, stirring to combine. Allow the mixture to simmer gently for 2 to 3 minutes, then sprinkle in grated Parmesan. Stir consistently until the cheese melts and the sauce thickens.
05 - Add cooked penne pasta to the skillet. Toss to coat the pasta in the sauce, adding reserved pasta water if necessary to reach desired consistency.
